Joseph is the son of Walter and Rachael Burgar.  He later joined the army.  It is unclear why he should be in Liverpool.

This type of school was normally for orphans.   Most of the inmates came from London or Middlesex, with the remainder coming from all over the UK.  Presumably it would have been easier to enter that they all came from London, Middlesex rather than to have entered the correct parish within London.  It is possible that these were difficult children that needed to be institutionalised for some reason.  More work is being carried out on this topic.

Later Joseph Henry joined the Army.  We have not found him in either the 1891 or 1901 Census returns.  At the later date he was probably in Scotland, since one of his children was born there soon after the 1901 Census.  He may have been in Ireland in the 1891 Census.
